Director Human Resources, Prospect Health Access Network

This is a strategic and "hands on "position that assists and advises management on all aspects of human resources.  Position reports to VP, Human Resources with a strong dotted-line relationship to the COO of Prospect Health Access Network, Inc. (CKHN).  Position will provide guidance to leaders and managers with an emphasis on creating a culture focused on patient, employee, and physician satisfaction and an environment that supports the organization's mission, vision and values.    Plans, organizes and directs all aspects of the Human Resource function for CKHN.  Develops, implements and executes human resources programs and policies that support the organizational goals and services of CKHN. Ensures CKHN is compliant with all federal, state and other regulatory requirements.  Develops and administers HR policies, procedures and programs for CKHN in accordance with CKHS and Prospect philosophies and expectations.  Handles directly the day to day HR needs for the physician practices and administrative offices of CKHN. Performs duties in support of CKHS mission to ensure the highest quality of patient care in an economically sound and efficient manner. Develops, implements and executes Human Resources polices for CKHN in accordance with business needs and the philosophy of Crozer-Keystone Health System and Prospect Medical Holdings.   Ensures policies meet all federal, state and other regulatory requirements.  Updates, revises and communicates policy changes on an ongoing basis.   Oversees the appropriate administration of all Human Resource Policies for CKHN ensuring on-going compliance.   Administers the Wage and Compensation Program for CKHN.  Ensures all policies and practices are in compliance with the FLSA.  Ensures program is applied in a consistent manner and in accordance with established policy   Assists in the development and implementation of Pay Practices, Compensation Strategies and overall program design and implementation for CKHN.   Responds to employee relations issues and advises and consults with managers regarding the issuance of disciplinary action, performance problems and performance counseling ensuring compliance with Federal Laws and regulations and appropriate policies and practices   Develops, manages and oversees the employment procedures of CKHN.  Ensures that all policies are adhered to and service is provided to customers in a timely and consistent manner   Investigates and responds to EEOC charges and/or any other legal charges filed against the CKHN in accordance with filing requirements and deadlines.   Collaborates in the identification of education, training, and other learning needs of CKHN.  Working with leadership and managers, designs and develops training programs which meet these needs.  Ensures proper training records including annual compliance training are maintained for all employees     Participates in the establishing,  planning and implementing of  assessment  and improvement of performance throughout the Hospital as evidenced by allocations of appropriate resources, establishment of priorities, training of staff and analysis of  data   Establishes and maintains an ongoing communication system to obtain input and to share CKHS mission, values, goals and objectives and other pertinent human resources information with staff.    Working with leadership, maintains and coordinates employee recognition program for CKHN   Ensures responsiveness of leadership and department managers to internal HR requests.    Working with practice administration ensures staff  are knowledgeable and competent to perform duties by overseeing orientation, training and continuing education in accordance with established policies.   Works with leadership to evaluates staff performance on an ongoing basis.  Discusses performance expectations and areas for improvement with leadership and practice management.  Supports practice administration with the implementation of performance improvement plans as needed. Ensures probationary and annual written evaluations are conducted on all CKHN staff annually in accordance with established policies   Implements goals and objectives of HR and Senior Leadership based on CKHS/CKHN mission and values, plan for delivery of care and scope of services and assist in the communication of goals and objectives to CKHN staff.  Assesses progress on an ongoing basis. Assists in selection and evaluation of outside providers for related services not provided internally   Directs and/or assists in special projects, including planning, coordination and reporting to accomplish objectives in a timely manner.   Minimizes preventable CKHN staff turnover and recommends and/or initiates appropriate corrective action to retain staff   Coordinates interface with HR systems, including API Timekeeping, Position Manager Applicant Tracking, Oracle (future), and LMS in ensuring accuracy of data and functions and the training of staff.  Utilizes data and reports to report key metrics and to improve processes and operations   Maintains current knowledge of all applicable licensing, regulatory and accreditation standards and directs operations to ensure compliance   Education and Training:   Bachelor degree in Human Resources, Business Administration, Health Administration, or related field required.  Master degree preferred   Experience: Eight to ten years' experience in management of Human Resources required. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
