Director, Talent Acquisiton

Req # 28013 This position will direct and oversee proactive and innovative recruitment and sourcing strategies.  Conceptualize, develop, and implement innovative workforce planning, recruitment, sourcing, diversity and inclusion and onboarding strategies which support positive organization impression and leads to highemployee engagement.  Lead full cycle strategic recruiting strategy that enables the organization to meet its patient experience, quality and operational goals across clinical and non/clinical areas.  Position is responsible for talent acquisition for all positions within health system, including physicians and advancedpractice practitioners.  Works closely with organizational leaders.  Maintains responsibility for legal and regulatory compliance of recruiting policies and practices.  Supervises and directs the activities of various levels of assigned personnel using both professional and management discretion and independent judgment. Establishes goals and directs the successful execution of CKHS's recruiting strategy with responsibility for strategic design, measurement, and execution of recruiting operations and processes.  Identifies, implement and measures key performance metrics of the recruiting team, activities and processes.  Establishes methods to appropriately monitor results against targets.  Leads and supports all aspects of recruiting and hiring of executives, senior leadership, physicians, advanced practice practitioners, clinical staffs, non-clinical staffs and administrative staff including outreach, interviewing, and contracting.  Establishes and maintains a robust recruitment process that meets staffing goals and timelines Strategically plans for timely hiring in difficult-to-recruit positions through expanded outreach, customized recruitment practices and competitive financial offerings. Oversees the development and management of orientation and onboarding programs.  Partners withleadership to ensure on-boarding programs are best practice and provide an exceptional experience tothe new hire as measured by surveys.  Ensures onboarding paperwork for all new hires is in compliance with requirements and that new hires are processed with payroll in a timely manner.  Assesses work processes and implements enhancements to meet new goals, professional standards, and regulatory requirements.  Provides training to recruit for "fit" with criteria.  Measures effectiveness of job criteria through performance feedback.  Conducts regular surveys to measure candidate and hiring manager experience  Accomplish special projects by identifying and clarifying issues and priorities; communicating and coordinating requirements; evaluating optional courses of action; expediting solutions and evaluating milestones and accomplishments Ensures best practice talent acquisition policies and practices; ensures policies and procedures are adhered to, works closely with staff and administrative leadership to implement changes to practices as needed to meet evolving regulatory and legal requirements as well as to improve processes and procedures to ensure an efficient talent acquisition cycle. Ensures talent acquisition staff conducts all requiredassessments, verifications and screening in accordance with CKHS policy. Assigned as the Administrator for Position Manager (applicant tracking system) and is the point ofcontact with Healthcare Source Establishes and manages vendor relationships with temporary agencies, contingency and retained searchfirms.  Responsible for maintaining current contracts with appropriate vendors (Healthcare Source, Certiphi, third party sourcing agencies, etc). Accountable for marketing, advertising, brand management and all sourcing activities.  Partners withCommunication and Marketing to ensure alignment.  Consults with the talent acquisition staff and approves/denies requests for advertising campaigns and placement of advertising Responsible for managing and insuring relationships with nursing schools, PA/NP schools and programs, medical schools, residency programs and the linkages to the appropriate CKHS leadership supportingsuch programs.  Maximize affiliations with diversity organizations resulting in increased pipeline ofqualified candidates Develops and leads long-range workforce planning strategies in partnership with the Staffing Office, Senior Leadership, Corporate Leadership and HR Business Partners.  Anticipates emerging talent requirements and proactively develop solutions to meet them and/or head off short-term critical talent shortages. Represents the talent acquisition team at meetings and communicates outcomes. Oversee the recruitment efforts of new initiatives throughout CKHS to ensure positive results. Develops and leads department staff; ensure cooperative, collaborative team approaches are utilized as appropriate to accomplish objectives and provide a positive work environment.  Sets clear expectations with the talent acquisition staff and holds staff accountable to such expectations.   Leads and supports department staff in meeting individual and group goals, providing frequent feedback to team members and demonstrate superior service to internal and external customers.   Enhances team satisfaction through recognition and professional development plans. Manages the talent acquisition team to ensure a highlevel of productivity and efficiency Develops and leads department staff; ensure cooperative, collaborative team approaches are utilized as appropriate to accomplish objectives and provide a positive work environment.  Sets clear expectations with the talent acquisition staff and holds staff accountable to such expectations.  Leads and supports department staff in meeting individual and group goals, providing frequent feedback to team members and demonstrate superior service to internal and external customers.   Enhances team satisfaction through recognition and professional development plans. Manages the talent acquisition team to ensure a highlevel of productivity and efficiency  Oversees the talent acquisition budget to ensure fiscal responsibility. Screens internal and external Director & Executive candidates to determine suitability and match withdepartmental needs. Recommends candidates to hiring managers for interview Responsible for communicating the wage and salary program to managers to ensure internal and external equity is maintained.  Consults with talent acquisition team on salary recommendations.  Partners with Compensation Specialists regarding salary concerns Maintains current knowledge of all applicable licensing, regulatory and accreditation standards to ensure policies and procedures for employment are in compliance.  Ensures this information is communicated to talent acquisition staff and enforces compliance. Maintains current knowledge of CKHS collective bargaining agreements and ensures compliance among the talent acquisition staff.  Provides appropriate guidance to talent acquisition staff on union recruitmentmatters and consults with HR Director as needed regarding such issues. Ensures talent acquisition staff processes and tracks internal and external job postings for vacant positions, ensuring that all postings are accessible to employees and in compliance with CKHS policies and procedures Consults/partners with Employee Health Director regarding pre-employment drug test and physical concerns. Serves as the point of contact for positive drug screens results and communicates failures totalent acquisition staff using discretion and maintains confidentiality. Partners with the CKHS Staffing Office to ensure compliance with position requisition approvals and job postings.  Provides appropriate recruitment data to the staffing office as requested. Consults with talent acquisition staff on criminal findings and provides appropriate guidance.  When necessary, the Manager Talent Acquisition will consult with the Director and/or VP Education and Training:   Bachelor's Degree required; Master's degree in HR Management, Business Administration Organizational development, Health Care Administration or other closely related area preferred. Experience: Five (5) to seven (7) years of experience in general recruitment, clinical recruitment, provider (physicians and advanced practitioners) recruitment, and leadership recruitment in a leadership/management role in a healthcare organization required. Comprehensive knowledge of recruitment best practices, human resources laws and practices, state and federal employment laws and other regulatory requirements for large healthcare employers required. Working knowledge of contract law, labor relations, compensation, facilitative leadership principles, performance improvement disciplines, and comprehensive health care systems required. Requires strategic systems design, sound data analysis, participative/facilitative management skills, expert consultation skills and ability to promote recommendations, programs and initiatives to diverse audiences. Demonstrated leadership to achieve goal-directed outcomes and ability to work collaboratively withindividuals and groups including senior leadership, department chiefs and leads, recruitment team and internal and external customers. Organizational agility and resilience - Knows how to get things done through formal and informal channels required. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
